The Delaware Authority for Regional Transit (DART) operates bus service throughout the state of Delaware, although most of the routes are in and around Wilmington and surrounding suburbs.  Fares within New Castle County are $1.15; the most expensive a one way ticket you could get is $7.50, which would take you to the southernmost portion of the state.

The Wilmington Rail Station serves both Amtrak and SEPTA, the Southeastern Pennsylvania Transportation Authority.  The station is downtown and has shops, a post office, car rentals, and ticket offices on the first floor, and then boarding for the trains takes place on the second level.

SEPTA operates commuter rail service in and around Philadelphia.  Wilmington connects to downtown Philadelphia and the Philadelphia International airport on the R2 line.

The Wilmington Station is a stop on many Amtrak routes connecting it to the region and eastern portion of the US.  Routes will head south to Miami or New Orleans, with stops in Washington DC along the way, or north through New York City to Vermont.  It was also go west through Ohio to Chicago.  Complete route information is available online.
