Every resident of Utah who drives a motor vehicle on the highways must have a valid Utah license, learner permit or temporary permit. You become resident when you:
Enter the state with the intention of making Utah your home.
Are employed in Utah.
Remain in the state for an aggregate period of six months or more during any calendar year.
Obtaining a driver license in Utah is not a complicated process. It requires a maximum of seven steps. Any or all of these steps may apply to you, depending on your individual situation. The steps are:
- Have a clear license from another state or country.
- Assumption of financial responsibility.
- Furnish positive identification.
- Payment of applicable fees.
- Furnish proof of Utah residence.
- Completion of medical questionnaire and vision test.
- Completion of required written/skills tests.

To title and register in Utah for the first time, Form TC-656, “Application for Utah Title”, must be completed and submitted to a DMV office with inspection certificates and evidence showing ownership of the vehicle. This form can be printed for you at the DMV office or found online.
