Boston Registry of Motor Vehicles (RMV)

If you are 18 years of age or older:  You must provide the RMV with your current out-of-state photo License and proof of your current Massachusetts residency.

You must present the following:

  1.  SSN Card or valid, current, U.S. or non-U.S. Passport
  2.  Out-of-state License. If your out-of-state License DOES NOT have a photo, you must present acceptable photo ID from the list of Primary and Secondary documents.  Note: If you do not have your out-of-state License to surrender, you must provide a photo ID from the primary or Secondary list of identification AND a certified driving record not more than 30 days old from the state where you currently hold your License.
    1. Document proving date of birth
    2. Document proving signature
    3. Document proving Massachusetts residency
    4. Note: An out-of-state License presented as one of the ID documents can be used as a Primary document to confirm signature or date of birth. It cannot be used to confirm both.
    5. A valid Social Security Number that verifies with the Social Security Administration or an acceptable written denial notice from the Social Security Administration.  Note: The Social Security Administration does not include any Visa information on written denial notices, therefore, if you do not have a valid Social Security Number, you will have to provide evidence of an acceptable Visa code in addition to the written denial notice from the Social Security Administration.
  3. All documents must be originals. Photocopies will not be accepted. You must also clear a check through the National Driver Register and pay the required fees.   If you have a previous Massachusetts License that expired four or more years ago, you are required to show all of the identification listed above.

If you have a license from Canada, Mexico, or US Territory ( including Puerto Rico), you must present a driving record not more than 30 days old.

Car Registration
You are exempt from paying Massachusetts sales tax if your vehicle was registered in another state for more than six (6) months.

To Process an Out-of-State Conversion:

  1.  Fill out an Affidavit in Support for Exemption from Sales or Use Tax for a Motor Vehicle Purchased Outside of Massachusetts (MVU-29).  This form is available at any RMV full-service branch.
  2.  You then must go to a licensed Massachusetts insurance agent to obtain an active insurance policy and have the agent complete, stamp and sign an Application for Registration and Title (RMV-1).
  3. If there is a lien against the vehicle, you will be required to surrender your out-of-state registration rather than your out-of-state title. In this case, the RMV-1 must note the complete lienholder information and the out-of-state title number.
  4. After verifying all information, sign the RMV-1 application.
  5. Along with the completed RMV-1 application, you must submit the following documents:
    1. Your out-of-state title, and/or
    2. Your current out-of-state registration, and
    3. Completed Sales Tax Exemption form (MVU-29).

Take the completed RMV-1 application and form MVU-29 and supporting documents to the nearest RMV office.

After completing the transaction, you will receive a registration certificate, new plates and a year of expiration decal for the rear plate. The title will be processed and mailed in approximately six (6) to eight (8) weeks. If you have a loan on the vehicle, the title will be mailed directly to your lienholder.

You must obtain a vehicle inspection sticker within seven (7) days of the registration date.
