There are a lot of variables in changing over the registration of a vehicle from out of state. The website outlines what to do to register a new or used vehicle, a vehicle from out of state, and to transfer title of a vehicle. You’ll be required to pay a sales tax on out-of-state vehicles.
You can download the main registration application form, DPSMV 1799 ) from the website.

What to Expect
New Orleans requires an annual inspection of all motor vehicles registered in the parish. You must complete the inspection within 45 days of registering a vehicle in the parish. A delinquency fee of between $2.00 and $10.00 will be assessed.
You’ll need to have a current license plate and registration, and proof of liability insurance.
The inspection includes turn signals, license plate light, windshield wipes, headlamps, brakes, reverse lights, taillights, alignment, tire wear and horn.
If your vehicle fails the inspection, you’ll receive a temporary tag, a receipt for the cost of your inspection, and a description of the problems. You’ll have 10 days to fix the problems, and you can renew this 10-day period up to three times. The renewal policy is currently being reviewed, so it could change in the future.
As a result of recent changes, the Mid-City location above is the only one of three former inspection stations currently operating; the plan is to eventually allow certain gas stations to be designated as Auto Inspection stations, as do the surrounding parishes. Check the City of New Orleans website for updated locations: http://www.cityofno.com/pg-2-3-brake-tag-stations.aspx (search for “brake tag”).
